With an investment exceeding IRR 10 trillion—equivalent to more than 1,000 billion tomans—the company has taken a significant step toward developing specialized locomotive maintenance facilities and expanding the country’s capacity for locomotive overhaul, refurbishment, and maintenance.
The primary objective of establishing these facilities is to provide advanced and specialized infrastructure for overhauling locomotives owned by the company’s shareholders, while also delivering professional services to other private locomotive-owning companies.
Equipped with specialized machinery, suitable maintenance areas, experienced personnel, and up-to-date technical expertise, these facilities are capable of providing a comprehensive range of locomotive maintenance, overhaul, and refurbishment services.
Drawing on its technical expertise and specialized capabilities, Kavan Rail Sanat Niroo has successfully completed several projects involving the refurbishment of various locomotive models operating on Iran’s railway network. The company’s operational experience and highly qualified technical team enable it to provide:

According to the established schedule, these facilities are expected to become operational during the first half of the Iranian year 1405, corresponding approximately to March–September 2026. Once operational, they will enable the company to provide locomotive maintenance, repair, overhaul, and refurbishment services on a broader and more structured scale.
Completion, Testing, and Commissioning
The completion, testing, and commissioning process is one of the most critical stages in the locomotive maintenance and repair cycle.
Following the completion of maintenance operations, refurbishment work, component replacement, and other technical procedures, the locomotive enters the final inspection, functional testing, and operational preparation stage.
At Kavan Rail Sanat Niroo, all locomotive testing and commissioning procedures are performed by experienced operational specialists, supported by advanced technical expertise and in full compliance with applicable technical standards.
During this process, all critical locomotive systems and components are carefully inspected and evaluated, including:
- Mechanical systems
- Electrical systems
- Braking systems
- Control systems
- Power systems
- Fuel-supply systems
- Cooling systems
- Other safety-critical components
The purpose of final testing is to verify correct locomotive operation, minimize the risk of failure during service, improve operational reliability, and ensure the locomotive can safely return to active duty.
Following the completion of technical inspections, correction of any identified defects, and confirmation of satisfactory performance, the locomotive is approved for commissioning and delivery to its owner or operator.
